Second Chance Schools (SDE) began in Europe as a program co-funded by member states to combat social exclusion, according to their founding declaration by the then Commissioner Cresson, young people who had lost their "first chance" in the education system. The basic idea was: "The basic idea is simple: to provide young people who have already been excluded from the education system or are at risk of being excluded from it with the best possible training and support, which will give them self-confidence." (European Commission, 1995, p. 42).
